USA Customs Form 3299 Guide

The critical document "Declaration for Free Entry of Unaccompanied Articles" explained simply.

What is Form 3299?

CBP Form 3299 is the mandatory customs declaration form used to import personal effects into the United States duty-free. It declares that the goods are your own used household items, not commercial merchandise.

Who Needs to File?

You must file this form if you are sending goods separately from your physical travel (i.e., unaccompanied baggage) via:

  • Sea Freight Container
  • Air Cargo
  • International Movers
  • Freight Forwarders

How to Fill Form 3299

Your mover will usually provide this form, but you are responsible for the accuracy of the information.

Part I: Identification

Box 1-7: Your full legal name, date of birth, and arrival date in the US.Box 8: Your US address / destination of goods.Box 9: Your permanent residency status (e.g., Sub-column C for Non-Resident).

Part II: Previous Residency

State the last address where you lived outside the US (e.g., your Dubai address) and how long you lived there. This verifies you are a bona fide mover, not a tourist importing goods.

Part IV: Household Goods

Check Box 10A: "Household goods..." You typically check boxes to confirm goods have been used abroad for more than 1 year and are not for resale.

Can I bring food into the US?

Generally, no. Fresh fruits, vegetables, meats, and many seeds are strictly prohibited and can cause huge delays/fines. Stick to canned goods or avoid food entirely.

Is there duty on my used furniture?

No. Used household goods owned for at least 1 year are duty-free. New items (<1 year) are dutiable.

Do I need to be in the US when goods arrive?

You do not need to be at the port physically, but you generally must have already arrived in the US (your passport stamp proves this) before customs will clear the shipment.

What specific items cause issues?

Medication (needs prescriptions), firearms (huge paperwork), and ivory/endangered species products.
